This database contains scheduled and actual departure and arrival times reported by certified U.S. air carriers that account for at least half of one percent of domestic scheduled passenger revenues.
In plain words: a flight that arrives 14 minutes late is on time. A flight that arrives 15 minutes late is late. This site counts a cancelled flight and a diverted flight as not on time. The data holds domestic flights only.

How the figures were made
The table puts airlines in the order of their scheduled flights. It does not put them in the order of their on-time shares.
BTS lists the airline that flew the flight. A regional airline reports under its own code for flights that a larger airline sells. The flights of the larger airline do not include them. Airlines fly different networks, so the rows do not test one airline against another.
A share of all flights is the share of the scheduled flights of all reporting airlines in the BTS files. An airline has a change when it had 5,000 flights or more in the 12 months before.
A program makes this page from the BTS files with fixed sentence rules. How the figures are made. BTS and TSA files.
