How the figures were made
The state of an airport is the state where BTS places it. An airport has a page from 300 departures in 12 months, so the table leaves out the airports under that number.
The share that left on time is given from 12,000 departures. It is the share of scheduled departures that left less than 15 minutes after the scheduled time.
The change counts the airports that had a page in both periods. A state has a change when these airports had 1,200 departures or more in the 12 months before.
A program makes this page from the BTS files with fixed sentence rules. How the figures are made. BTS and TSA files.
